My personal feeling is Tony was the last great director. DRAPA got to fanboy, in a Seal Team 6 kind of way, after Tony. And to political. There was a lot of breakthrough work in late 70s through early 2000s that changed the game. It was better on the DL.
DARPAs proximity to the war fighter made it great. The ARPAx in energy, health etc fails on that customer centric connection.
